Allows persons to register to vote in person at any county, city, or township clerk's office in Michigan, not just the clerk's office where they reside.

Permits registration applications to be submitted to full-time or part-time employees of any county, city, or township clerk, but excludes authorized assistants who are not full-time or part-time employees.

Requires voter registration offices receiving applications from other jurisdictions to transmit them to the applicant's home county, city, or township clerk within 7 days, or within 1 business day if submitted within 7 days before federal election registration closes.

Requires the secretary of state to compensate county clerks for costs of forwarding applications to the proper city or township clerk, subject to appropriated funds.

Clarifies that persons processing voter registration applications must validate the application and issue a receipt verifying acceptance of the application.
