Establishes the Early On Michigan Program Fund in the Department of Treasury to provide funding for early intervention services for infants and toddlers with disabilities ages birth to 3 years.

State Treasurer shall credit to the fund all amounts appropriated under Section 435 of the Income Tax Act of 1967, plus any interest, earnings, and other contributions received.

Fund monies shall be expended solely for early intervention services and support for families of eligible children with developmental delays or disabilities.

Money received as gifts or donations to the fund shall be distributed to the county from which the contribution was received, upon appropriation.

Fund balance shall carry forward each year and shall not lapse to the general fund; the State Treasurer shall direct investment of fund assets.
