Amends Section 5 of the 2011 Publicly Funded Health Insurance Contribution Act to change the effective date from "the effective date of this act" to September 27, 2011 for determining which collective bargaining agreements are grandfathered from new health insurance contribution requirements.

Allows public employers and employee groups to modify existing collective bargaining agreements that were in effect on September 27, 2011 without triggering the requirements of Sections 3 and 4 until the original contract expires.

Specifies that extensions or renewals of modified agreements after September 15, 2011 do not extend the exemption date, meaning Sections 3 and 4 requirements apply when the original contract expires.

Requires that any collective bargaining agreements executed on or after September 15, 2011 must comply with Sections 3 and 4 requirements and cannot include inconsistent terms.
