Requires the Secretary of State to develop and implement an electronic voter registration system on its website by June 30, 2013, with electronic submissions permitted beginning July 1, 2013.

Allows unregistered voters to submit applications electronically by attesting to the information's truth, consenting to use of their digitized signature from driver's license or state ID records, and signing with an electronic signature.

Applicants without a state ID or driver's license who submit electronically must comply with mail registration requirements under existing law (section 509t).

Requires processing of in-person and electronic applications to be validated and receipted, with transmission to the appropriate local clerk within 7 days, or 1 business day if submitted within 7 days before registration closes for a federal election.

Compensates county clerks from state appropriations for costs of forwarding applications to city or township clerks, and permits Secretary of State to implement additional security measures to ensure accuracy and integrity of electronic registrations.
