Authorizes law enforcement agencies and local governments to use trained volunteers to issue citations for specific parking violations including sidewalk parking, driveway blocking, fire hydrant violations, crosswalk violations, disabled space violations, and fire lane violations.

Requires volunteers to complete at least 8 hours of parking enforcement training conducted by the local law enforcement agency, county sheriff, or state police before issuing citations.

Prohibits revenue from parking violation citations issued by volunteers from benefiting the individual volunteer or any organization other than the law enforcement agency or local government administering the program.

Requires citation dismissal if a volunteer fails to appear at a scheduled court hearing when a defendant pleads not responsible or responsible with explanation.

Prohibits implementation of volunteer citation programs without specific authorization from the local government's governing body and compliance with collective bargaining agreements that restrict volunteer use.
