Allows public agencies in Michigan to jointly exercise shared powers and authorities with other Michigan agencies, agencies from other states, Canadian agencies, or federal agencies.

Adds requirement that interlocal agreements entered into under this section may be terminated or rescinded through a referendum of residents in the geographic area served by a participating public agency.

Establishes a 45-day window following an interlocal agreement's execution during which a petition signed by at least 8% of registered electors from the previous general election can trigger a referendum on the agreement.

Requires a majority vote of electors in a referendum to approve an interlocal agreement if a valid petition is filed; agreements may proceed without a referendum if no petition is filed within the 45-day period.

Makes petitions under this section subject to Michigan election law provisions including section 488 of the Michigan election law, with violations subject to applicable penalties.
