Requires the Attorney General, Michigan Strategic Fund Board, Governor's executive office, legislative designees, and Auditor General to collaborate on studying interlocal agreements made under the Urban Cooperation Act of 1967.

Mandates submission of a report to the legislature by June 30 of each even-numbered year analyzing whether joint exercise of power agreements comply with their terms and applicable law.

Requires the report to assess whether public agencies or local government units are granting themselves additional powers after entering into interlocal agreements.

Mandates the report address periodic state reviews to prevent violations of the Urban Cooperation Act and interlocal agreements, and document any impacts of such violations on the state.

Requires reports to be made publicly available on the state website.
