Prohibits Michigan from embedding, printing, or incorporating facilitative technology (such as RFID devices) into driver licenses and personal identification cards.

Defines "facilitative technology" as electronic devices capable of storing and transmitting information via radio waves or other means without requiring a direct line of sight between the device and receiver.

Requires the state to reject participation in any interstate, federal, or international programs, compacts, or agreements that would mandate the use of facilitative technology in driver licenses.

Mandates that if the state enters into an agreement requiring facilitative technology in driver licenses, it must negotiate to change the terms within 30 days or terminate the agreement within an additional 30 days.
