Authorizes conveyance of former Chesapeake and Ohio Railroad right-of-way property in Traverse City to Traverse City area public schools for $1.00 within 180 days, or through competitive bidding, auction, or brokerage services if not accepted by schools.

Requires state to accept property from Garfield Township in Grand Traverse County for $1.00, then immediately reconvey it to the township for $1.00, with township paying state 40% of sale proceeds if property is later sold for fair market value.

Authorizes conveyance of Pinehaven buildings 31 and 32 in Otsego County to North Country Community Mental Health Authority for $1.00 within 180 days, with 50-year requirement for use in community mental health services.

Authorizes conveyance of former Michigan State Police post at 414 East Munising Avenue in Alger County to City of Munising for $1.00 within 180 days, or through alternative sale methods if not accepted.

Transfers 46.50-acre parcel of former Grand Trunk Western railroad right-of-way in Jackson County from Department of Transportation to Department of Corrections without consideration.
