Authorizes the state administrative board to convey state-owned property at 221 N. Sycamore in Lansing, Ingham County, and the Medbury parking lot in Hamtramck, Wayne County through quitclaim deeds.

Requires fair market value determination by independent appraisal and first offers the Lansing property to local government units for $1.00, with 60 days to enter purchase agreement and 120 days to complete purchase.

Permits conveyance through competitive bidding, public auction, real estate brokerage, or sale to local government at fair market or reduced value if property is used exclusively for public purposes with equal access terms for all members of the public.

Imposes conditions on reduced-price sales including state reentry rights if property use violates public purpose requirement, and requires local government to pay the state 40% of any profit if property is resold within 10 years.

Directs net revenue from property sales to be deposited in the state general fund after deducting costs for administration, appraisal, environmental remediation, legal fees, and litigation; reserves state rights to any oil, gas, or mineral development revenue (50% of gross revenue) and aboriginal antiquities on the properties.
