Requires nonpublic entities (for-profit or nonprofit) receiving $1,000,000 or more in public funds during a fiscal year to post the following information on a publicly accessible website: union contracts, certified financial statements, compensation and benefits of 10 most highly compensated employees or officers, and all contracts valued at $25,000 or more.

Prohibits public entities from transferring $100,000 or more in public funds to a nonpublic entity in a fiscal year unless the nonpublic entity provides written compliance statement if cumulative public funds from all sources exceed $1,000,000 during that fiscal year.

Defines "public funds" as grants or gratuitous transfers from the state, local government, or public entities funded primarily by state or local taxes and fees, excluding contract payments for goods or services and loans requiring repayment.
