Amends the definition of "county road commission" in Section 628 of the Michigan Vehicle Code to clarify it includes the board of county road commissioners, the county board of commissioners if the road commission is dissolved, or in charter counties with 2,000,000+ population with an elected county executive, the county executive.

Modifies Section 628(2) to allow township boards to petition for speed limit changes on county highways with residential lots of 300 feet or less road frontage without requiring an engineering and traffic investigation.

Creates a new Section 628(5) establishing a procedure for gravel county highways where the county road commission and township board, or township board and state police, may agree to set speed limits without requiring unanimous agreement among all three entities.

Renumbers existing subsections (5) through (10) to become subsections (6) through (11) to accommodate the new gravel highway provision.

Maintains existing speed limit provisions including the 55 mph general speed limit and 70 mph freeway maximum, while clarifying the process for establishing and modifying speed restrictions on different types of roads.
