Changes "any person" to "an individual" in the statute regarding admission of foreign attorneys to Michigan's bar without examination.

Removes the requirement that applicants intend in good faith to maintain an office in Michigan or teach law full-time at a Michigan law school.

Revises the 3-of-5-year principal business requirement to allow any combination of active law practice, law school teaching, or full-time active military service in legal roles (judge advocate, legal specialist, or legal officer).

Clarifies that military legal service counts toward the work experience requirement if certified by the Judge Advocate General or comparable armed forces officer.

Allows the Michigan Supreme Court discretion to extend the 5-year period for good cause and permits exclusion of military service that does not meet specified requirements.
