Raises the threshold for when a public servant can participate in contract decisions from $250 to $1,500 in direct personal benefit, provided the benefit is also less than 5% of the contract's public cost.

Exempts public servants working 25 hours per week or less, employees of public colleges and universities, and contracts between educational institutions and their own employees for publicly available goods or services at the same price.

Requires public servants with pecuniary interests in contracts to promptly disclose those interests in writing to the presiding officer at least 7 days before a vote, with disclosure included in official proceedings.

Mandates that contracts with disclosed conflicts require approval by a two-thirds vote of the full membership, excluding the interested public servant's vote.

Requires official minutes to document contract parties, terms, financial considerations, facilities/services involved, and the nature of any pecuniary interest disclosed.
