Prohibits public entities (state agencies, local governments, school districts, community colleges, and authorities) from using public funds to employ registered lobbyists or lobbyist agents as full-time, part-time, or contract employees.

Prohibits public entities from using public funds to pay membership dues to organizations that finance the salaries of registered lobbyists or lobbyist agents.

Defines key terms including "lobbying," "lobbyist," and "lobbyist agent" by reference to Michigan's 1978 Lobbyist Registration Act (MCL 4.415).

Applies to school districts, intermediate school districts, community college districts, cities, villages, townships, charter townships, counties, and other government authorities.
