Creates the office of the legislative education ombudsman within the legislative council, with an ombudsman appointed by and serving at the pleasure of the council.

Authorizes the ombudsman to investigate complaints from legislators or any person about Department of Education administrative acts alleged to be contrary to law or departmental policy, or on the ombudsman's own initiative for significant matters lacking effective administrative remedies.

Grants the ombudsman access to all Department of Education information, records, documents, and premises without requiring releases, and authority to hold hearings and request testimony from any person relevant to investigations.

Requires the ombudsman to submit investigation findings and recommendations to the council within 30 days when discovering matters for departmental consideration, administrative acts requiring modification, statutes needing alteration, or significant health and safety issues.

Prohibits retaliation against persons filing complaints or cooperating with investigations, requires the ombudsman to consult with criticized parties before publishing adverse conclusions, and mandates annual reporting to the council and legislature on office operations.
