Caps noneconomic damages in medical malpractice cases at $280,000 for all plaintiffs combined against all defendants.

Increases cap to $500,000 when plaintiff suffers permanent brain or spinal cord injury causing total loss of limb function, permanent cognitive impairment preventing independent living, or permanent reproductive damage causing infertility.

Eliminates the $280,000 and $500,000 caps for health professionals with prior medical malpractice settlements exceeding nominal amounts within 5 years or prior judgments against them within 10 years.

Requires courts to itemize damages separately for economic and noneconomic losses in medical malpractice awards.

Directs the state treasurer to annually adjust damage caps to reflect cumulative changes in the consumer price index.
