Amends Michigan's sentencing guidelines in the Code of Criminal Procedure to modify offense classifications for child abuse crimes, changing descriptions from "Child abuse – first/second/third degree" to "First/second/third degree child abuse" (MCL 750.136b).

Updates sentencing guidelines for child sexual abuse material offenses, changing "Child sexually abusive activity or materials" descriptions to "Producing/Distributing/Possessing child sexually abusive material" (MCL 750.145c).

Changes ethnic intimidation offenses (MCL 750.147b) from a fixed Class G felony with 2-year maximum to a "bias-motivated crime" with variable offense class and sentencing based on the predicate crime, with both lower and upper sentence limits increased by 50%.

Clarifies sentencing procedures for violations of MCL 750.145d (internet crimes) and MCL 750.147b (bias crimes) by determining offense category, class, and prior record variable levels based on the underlying or predicate offense.

Bill's effectiveness is contingent on enactment of either Senate Bill No. ____ or House Bill No. 6090 of the 96th Legislature.
