Amends the Natural Resources and Environmental Protection Act to prohibit schools and day care centers from applying pesticides to playgrounds, turf, or athletic/playing fields.

Allows emergency exceptions to the pesticide prohibition if authorized in writing by the local health officer, or in the case of public schools, also by the governing body.

Permits specific pesticide products on school and day care grounds including antimicrobial products, small aerosol sprays (18 fl oz or less) for stinging/biting insects, tamper-resistant insect/rodent baits, EPA-exempt materials, boric acid, and horticultural soaps/oils without synthetic pesticides.

Applies the prohibition to schools 180 days after the act's effective date and to day care centers 1 year after the effective date.

Requires the Department of Agriculture and Rural Development to develop guidance on pesticide alternatives in consultation with the Superintendent of Public Instruction and Department of Community Health, and to consult with these entities when developing implementing rules.
