Urges Congress to reconsider the 2012 United States Air Force Structure Change Report and deliver at least four C-27J aircraft to the 110th Airlift Wing of the Air National Guard in Battle Creek, Michigan as previously committed.

Provides alternative that if C-27J aircraft are unavailable, Congress should deliver an MQ-1/9 RSO element to Battle Creek Air National Guard Base until four C-27J aircraft become available.

Highlights Battle Creek Air National Guard Base contributions including $22.2 million in annual wages and $26 million in gross regional product to Calhoun County, with approximately 3,000 local jobs tied to defense.

Notes the base has received $477 million in operational funding from 2001 to 2011 and experienced previous job losses when the BRAC Commission recommended closure and reassignment of an A-10 squadron in 2005.

Directs transmission of the resolution to the President, Secretary of Defense, Senate President, House Speaker, and Michigan's congressional delegation.
