Identifies smoking as the primary risk factor for COPD, accounting for 85 to 90 percent of COPD deaths nationally.

Directs copies of the resolution to be transmitted to Governor Rick Snyder, the Michigan Department of Community Health, and the Michigan COPD Coalition.
