Establishes a "catering permit" that allows specially designated distributors, specially designated merchants, and public on-premises licensees to sell and deliver beer, wine, and spirits in original sealed containers at off-premises locations for private events where no consideration is paid by guests.

Requires catering permit holders to serve the alcohol at private events and prohibits delivery-only services; spirits must be sold at or above the commission's minimum retail selling price.

Sets application and processing fees at $70.00 and catering permit fees at $100.00 upon issuance and renewal of the underlying license.

Mandates that delivery personnel verify recipients are at least 21 years of age and that catering permit holders and employees complete a commission-approved server training program before providing the service.

Permits unlimited catering permits per local unit of government and allows permit holders to serve at multiple locations and events simultaneously, with all food service operations subject to Michigan's food law requirements.
