Requires each state department to establish a strategic mission, vision, goals, and balanced scorecard by the governor's annual budget submission deadline.

Mandates each balanced scorecard include at least one existing or new performance metric for each budget enhancement recommendation, categorized as customer service, financial, internal business process, or learning and growth.

Defines "balanced scorecard" as a management tool for monitoring organizational performance across financial and non-financial dimensions including employees, customers, and processes.

Establishes definitions for four metric types: customer service metrics measuring citizen value and service quality; financial metrics quantifying strategy contribution; internal business process metrics measuring operational efficiency; and learning and growth metrics measuring workforce and technology support.

Takes effect only if Senate Bill No. 802 of the 96th Legislature is enacted into law; effective date January 2, 2013.
