Prohibits the sale, offer for sale, or possession of electro-muscular disruption devices (stun devices) in Michigan, with exceptions for authorized personnel.

Allows peace officers, corrections employees, probation officers, court officers, bail agents, licensed private investigators, aircraft crew members, and private security police to possess and use such devices when trained and authorized.

Permits individuals with valid concealed pistol licenses to possess and use electro-muscular devices if they receive training on the device's use, effects, and risks at the time of purchase.

Establishes that violations of the prohibition are felonies punishable by up to 4 years imprisonment or $2,000 fine; selling without proper verification is a misdemeanor with up to 30 days imprisonment or $500 fine.

Requires electro-muscular devices to contain identification and tracking systems that dispense coded material traceable to the purchaser, with manufacturer policies to provide tracking information to police upon written request.
