Amends Michigan's sentencing guidelines (MCL 777.16l) to add residential mortgage fraud violations and related credit application offenses to the enumerated felonies covered under Chapter XVII of the Criminal Code.

Establishes two categories of residential mortgage fraud based on loan value: violations involving $100,000 or less classified as Class C felonies with 15-year maximum sentence, and violations exceeding $100,000 classified as Class B felonies with 20-year maximum sentence.

Adds four fraud-related felonies to sentencing guidelines: unauthorized credit application offenses (MCL 750.219e and 750.219f), classified as Class F felonies with 4-year maximum sentences.

Includes impersonation offenses for public utility employees, DHS employees, and firefighters/emergency medical personnel, classified as Class G felonies with 2-year maximum sentences.

Takes effect only upon enactment of Senate Bill No. 43 of the 96th Legislature, establishing a conditional enactment tied to companion legislation.
