Amends MCL 257.628 and 257.629 of the Michigan Vehicle Code regarding speed limit authority and procedures for state trunk lines, county highways, and local roads

Establishes that the general speed limit on highways without otherwise fixed limits is 55 mph, except as provided in section 629(1)(d), and that maximum freeway speed is 70 mph with authority to reduce to 55 mph minimum based on engineering studies

Creates new section 629(1)(d) providing a temporary process (effective until January 1, 2014) for gravel and dirt roads to maintain previously posted speed limits or allow county road commissions to increase speeds upon request from local authorities

Requires state transportation department and department of state police to jointly conduct engineering and traffic investigations before establishing or modifying speed limits on state trunk line highways and freeways

Clarifies that township boards may petition county road commissions for speed limit changes on county highways with residential frontage of 300 feet or less without requiring engineering studies, and that local authorities must post appropriate signs for all speed limit changes
