Amends Michigan's sentencing guidelines to add numerous felonies involving firearms, identification documents, and electro-muscular disruption devices to the sentencing guidelines framework in chapter XVII of the Criminal Code.

Establishes sentencing classifications and maximum penalties for crimes including unauthorized disclosure of LEIN information, counterfeiting state ID cards, false statements on firearm applications, carrying concealed pistols in prohibited places, and improper use of electro-muscular disruption devices.

Adds sentencing guidelines for sex offender registration violations (failure to register or update registration information) with penalties ranging from 2 to 10 years depending on offense number and type.

Includes sentencing provisions for Michigan fireworks safety act violations, ranging from 2 years for violation causing serious impairment to 15 years for violations causing death.

Becomes effective 90 days after enactment (August 6, 2012) only if Senate Bills 29 and 30 of the 96th Legislature are also enacted into law.
