Creates a fund-raising plate recognizing the Boy Scouts of America to be developed and issued by the Secretary of State in conjunction with the Boy Scouts of America.

Requires a $15,000 start-up fee for any new fund-raising plate, which must be paid within 18 months or the plate will not be created; fee is nonrefundable and deposited in the transportation administration collection fund through October 1, 2015.

Establishes the Boy Scouts of America fund within the state treasury to receive donation money from sales of the fund-raising plates, with quarterly disbursements to the Boy Scouts of America.

Allows fund sponsors to redesign their plate after at least 3 years upon payment of $2,000, which is also nonrefundable and deposited in the transportation administration collection fund through October 1, 2015.

Takes effect January 1, 2012.
