Allows individuals harmed by violations to bring civil lawsuits for damages and injunctive relief, with prevailing plaintiffs entitled to court costs and attorney fees.

Appropriates $1,000,000 to the Department of Licensing and Regulatory Affairs for fiscal year 2012-2013 to respond to inquiries, staff the employment relations commission, and inform stakeholders of their rights under the law.
