Designates the week of Veterans Day (November 11) as "Celebrate Freedom Week" to be observed by all public school teachers and pupils in Michigan.

Requires all social studies classes during Celebrate Freedom Week (or an alternate full school week chosen by the school board) to include instruction on the Declaration of Independence and U.S. Constitution, including the Bill of Rights, in their historical contexts.

Mandates that students in grades 3-12 study and recite a specific passage from the Declaration of Independence beginning with "We hold these Truths to be self-evident..." and ending with "...deriving their just Powers from the Consent of the Governed."

Allows schools to excuse students from recitation if parents submit a written request, the student has a conscientious objection as determined by the school, or the student is a child of a foreign government representative with diplomatic immunity.
