Establishes criminal penalty of up to 93 days imprisonment or $100 fine for failing to answer traffic citations or comply with court orders, judgments, fines, costs, and assessments.

Requires courts to notify the Secretary of State after 28 days if a person fails to answer a traffic citation or comply with court orders, triggering automatic license suspension after 14 additional days unless the person complies.

Imposes accelerated 7-day notice and response period for certain violations including drunk driving (MCL 257.625) and liquor-related offenses, with immediate license suspension upon non-compliance.

Establishes $45 driver license clearance fee per failure to appear or pay, split among the Secretary of State ($15), local court funding ($15), and juror compensation fund ($15).

Allows Secretary of State to refuse license issuance or renewal for unpaid parking violations, including non-issuance after 3 or more unpaid parking citations (or 6 or more beginning January 1, 2018).

Extends license suspension procedures to out-of-state traffic violations for commercial motor vehicle operators.
