Amends the State School Aid Act of 1979 to add Section 9, allowing requirements under the act to be waived through education mandate rollback contracts.

Makes requirements of the school aid act and rules promulgated under it subject to waiver under education mandate rollback contracts issued under MCL 380.1290 (Revised School Code Section 1290).

Preserves any requirements that cannot be waived under existing law and prevents those from being subject to rollback contract waivers.

Takes effect only if Senate Bill No. 131 of the 96th Legislature is enacted into law (tie-barred bill).
