Amends the Public Employment Relations Act to add new restrictions on collective bargaining between public school employers and employee representatives.

Establishes nine prohibited subjects of bargaining for public schools, including decisions on school year start dates, pupil contact time, school improvement committee composition, open enrollment, charter school authorization, and contracting for noninstructional services.

Requires all collective bargaining agreements entered after the effective date to include a provision allowing an emergency manager to reject, modify, or terminate the agreement under the local government and school district fiscal accountability act.

Prohibits bargaining over compensation intended to reimburse employees for monetary penalties imposed under the act or allow recovery from such penalties.

Effective March 16, 2011, contingent upon enactment of House Bill 4214 of the 96th Legislature.
