Amends the Michigan Vehicle Code to authorize the Secretary of State to develop and issue a specialty registration plate recognizing the Michigan Humane Society.

Removes the January 1, 2007 start date requirement for fund-raising plates and changes language from "of" to "after" regarding the 18-month deadline for payment of the $15,000 start-up fee.

Removes the restriction limiting the Secretary of State to developing "not more than 8" different state-sponsored fund-raising plates at any one time.

Creates the Michigan Humane Society Fund within the state treasury to receive donations from the sale of specialty plates, with quarterly disbursements to the Michigan Humane Society for pet sterilization programs.

Requires the Michigan Humane Society to submit annual expenditure summaries to the state treasurer beginning February 1, 2013, and designates the Department of Agriculture as the fund administrator for auditing purposes.
