Removes the January 1, 2007 effective date requirement from section 811e, allowing the Secretary of State to develop fund-raising plates without time restriction.

Establishes a $15,000 start-up fee and $2,000 redesign fee for new fund-raising plates, with fees deposited into the transportation administration collection fund through October 1, 2011.

Removes the 18-month deadline for paying the start-up fee, replacing it with an indefinite timeline; if fees are not paid, the related fund-raising plate shall not be created or issued.

Authorizes the Secretary of State to develop unlimited different state-sponsored fund-raising plates and matching collector plates, removing the previous limit of 8 plates.

Creates a "Ducks Unlimited" fund-raising plate and matching collector plate, with donations deposited into a new Ducks Unlimited Fund within the state treasury and disbursed quarterly to the Michigan chapter of Ducks Unlimited, Incorporated.
