Amends 2011 PA 256 to strengthen enforcement mechanisms for fireworks regulations, including citation authority for the state fire marshal and immediate certificate suspension upon citation issuance.

Establishes ineligibility requirements for consumer fireworks certificates, including persons convicted of felonies within the preceding 5 years or ever convicted of theft, fraud, or arson.

Creates tiered penalty structure for violations: civil fines up to $500 for non-serious violations and up to $1,000 for serious violations, with criminal penalties ranging from 30 days imprisonment for basic violations to 15 years for violations causing death.

Implements disqualification periods ranging from 1 year to permanent ineligibility for persons convicted of specific fireworks violations, including unauthorized sales to minors and improper fee collection.

Effective July 2, 2012.
