Amends Michigan Vehicle Code section 722 to modify vehicle axle weight limits and loading requirements based on axle spacing and road conditions.

Establishes different maximum axle loads: 18,000 pounds for axles spaced 9 feet or more apart, 13,000 pounds for axles spaced 3.5 to 9 feet apart, and 9,000 pounds for axles spaced less than 3.5 feet apart.

Reduces maximum axle loads by 25% on concrete pavements and 35% on other road types during March, April, and May seasonal restrictions, with exceptions for agricultural commodities and public utilities.

Requires county road commissions to issue permits for agricultural commodity haulers and public utility vehicles to exceed seasonal weight restrictions, with notification requirements and permit conditions.

Allows county road commissions to grant exemptions from seasonal weight restrictions for septage haulers on a case-by-case basis, with decisions required within one business day for emergency requests.
