Exempts certain facilities from large carnivore ownership restrictions under Michigan's Large Carnivore Act, including animal shelters (up to 45 days), licensed veterinarians, law enforcement, and non-residents in transit through the state.

Exempts educational or exhibition businesses that possess Class A or C licenses under federal regulations (9 CFR 1.1) and are accredited by the American Zoo and Aquarium Association, Zoological Association of America, or American Sanctuary Association.

Requires exempt facilities to meet federal housing, care, training, and transport standards; prohibit direct patron contact with large carnivores; prohibit sales to unlicensed individuals; and restrict breeding to AZA or ZAA-accredited facilities only.

Excludes circuses from the exemption requirements.

Bill effectiveness is conditioned on enactment of Senate Bill No. 703 of the 96th Legislature.
