Amends the Michigan Code of Criminal Procedure (MCL 777.13p) to add sentencing guidelines for various regulatory and professional licensing violations.

Adds felony offenses to the sentencing guidelines table, including violations of the Security Alarm Act (338.1053), Security Guard Act licensure and weapon violations (338.3765 and 338.3780), Private Detective License Act (338.823), and unauthorized practice of contracting, accounting, and other professions.

Establishes offense classifications ranging from Class E to Class G with statutory maximums between 2 and 5 years imprisonment.

Takes effect only upon enactment of Senate Bills 239 and 241 of the 96th Legislature, creating a conditional effective date tied to passage of companion bills.
