Establishes tiered criminal penalties for fraud by false pretense based on the value of property obtained, ranging from misdemeanor for less than $200 to felony for $100,000 or more.

Misdemeanor punishable by up to 93 days imprisonment or $500 fine (or 3 times the value, whichever is greater) for fraud involving less than $200.

Felony punishable by up to 20 years imprisonment or $35,000 fine (or 3 times the value, whichever is greater) for fraud involving $100,000 or more.

Allows values from multiple incidents within a 12-month period to be aggregated when determining total value of the violation.

Permits enhanced sentences based on prior convictions for the same offense, with restrictions preventing those prior convictions from being used for additional sentencing enhancements under other statutes.

Expands the definition of "false pretense" to include any false or fraudulent representation, writing, or communication that the maker knows is false, including representations about past facts or future intentions.
