Imposes penalties including perjury charges for false statements on verification forms, civil fines of $100-$1,000 for willful repeated violations, and one-year debarment from public contracts for businesses violating E-Verify requirements.

Directs the Department of Energy, Labor, and Economic Growth to promulgate rules implementing the act under the Administrative Procedures Act.
