Amends the Occupational Code to prohibit personnel agencies from referring individuals for employment without verifying through the E-Verify system or a successor system that the individual is authorized to work in the United States.

Prohibits personnel agencies from operating under any name other than the licensed name, bringing collection actions without proving current licensure, or using forms that violate state or federal laws.

Prohibits personnel agencies from sharing fees with unlicensed persons, persuading employers to discharge employees, charging fees not in the client contract, or giving gifts intended to influence employer actions.

Prohibits personnel agencies from knowingly procuring or aiding in procuring persons to perform illegal acts or preventing department inspections of agency records during normal business hours.

Changes grammatical reference from "which" to "that" in describing prohibited forms.
