Exempts propane delivery vehicles from seasonal weight restrictions during March, April, and May if the propane tank is filled to no more than 50% capacity and the vehicle travels at no more than 35 miles per hour.

Defines "emergency delivery" as a propane delivery to a residential customer whose fuel tank contains an estimated 25% or less of its heating fuel capacity.

Maintains existing exemptions from seasonal weight restrictions for vehicles transporting agricultural commodities and public utility vehicles performing emergency or non-emergency work.

Requires the state transportation department and local authorities to post seasonal weight restriction information on their websites, including effective dates and affected highways.
