Requires agencies to electronically submit proposed rules to the legislative service bureau for certification of proper form, classification, and arrangement within 21 calendar days.

Mandates agencies prepare comprehensive regulatory impact statements including comparisons to federal and state rules, identification of affected businesses, cost-benefit analyses, and small business impact assessments.

Requires agencies to transmit regulatory impact statements to the office of regulatory reinvention at least 28 days before public hearings and publish them on agency websites at least 10 days before hearings.

Directs the senate and house fiscal agencies to analyze proposed rules for fiscal implications and report findings to their respective appropriations committees and the regulatory committee before rule consideration.

Exempts rules promulgated under sections 33, 44, and 48 from the regulatory impact statement and transmittal requirements.
