Creates a joint committee on administrative rules with 5 senators and 5 representatives (3 majority party, 2 minority party members) serving 2-year terms, with the chairperson alternating between houses annually.

Grants the committee 15 session days to review proposed rules and file objections based on lack of statutory authority, exceeding authority scope, public health/safety emergencies, conflicts with state law, changed circumstances, arbitrary/capricious nature, or undue burden on the public or licensees.

Allows the committee to waive remaining session days by concurrent majority, after which the office of regulatory reinvention may immediately file the rule with the secretary of state.

Requires bills to be introduced in both houses simultaneously if the committee files a notice of objection, with options to rescind the rule, repeal the authorizing statute, or stay the effective date for up to one year.

Permits the rule to take effect if objection legislation fails in either house, is not adopted within 15 session days, or is vetoed by the governor (taking effect 7 days after filing with secretary of state).
