Amends definition of "costs and fees" in contested cases to include reasonable expert witness expenses, necessary studies and reports, and attorney or agent fees as determined by the presiding officer.

Defines "party" in contested cases to exclude individuals with net worth exceeding $500,000 and businesses with net worth exceeding $3,000,000 or more than 250 full-time equivalent employees.

Clarifies definitions of "presiding officer" and "prevailing party" in administrative contested case proceedings.
