Replaces "office of regulatory reform" with "office of regulatory reinvention" throughout the statute.

Requires each agency to prepare and electronically transmit an annual regulatory plan to the office of regulatory reinvention that identifies rules expected to be reviewed, processed, rescinded, or mandatory statutory authority not yet exercised.

Mandates agencies and appropriate legislative standing committees review new rules within 5 years of their effective date (or 3 years for existing rules) over a 6-year period to assess increased business impact, then review every 7 years thereafter.

Specifies rule reviews must examine continued need for rules, public complaints, compliance complexity, conflicts with federal or local regulations, and changes in technology or economic conditions since last evaluation.

Requires annual regulatory plans be filed electronically by July 1 each year with the office of regulatory reinvention, which distributes copies to relevant legislative committees.
