Persons operating bicycles, motorcycles, or mopeds must ride astride a permanent, regular seat attached to the vehicle.

Bicycles and motorcycles cannot carry more persons than designed and equipped for; mopeds and electric personal assistive mobility devices limited to 1 person at a time.

Persons under 19 years old operating a moped must wear a crash helmet; all motorcycle operators and riders must wear crash helmets except as provided in subsection (5).

Operators 21 years or older with a motorcycle endorsement for 2+ years or completion of a motorcycle safety course may forgo helmets if they carry first-party medical benefits security of at least $20,000 (per person if carrying a rider).

Autocycle operators and riders are exempt from crash helmet requirements if the vehicle has a roof meeting crash helmet standards, but must wear seat belts on public highways.
