Limits driver responsibility fees to through December 31, 2011 for individuals accumulating 7 or more points on their driving record within a 2-year period, with a $100 base fee and $50 per additional point.

Eliminates driver responsibility fees for violations of section 301 and section 328 violations committed on or after January 1, 2012.

Modifies the $500 annual fee structure for certain violations (sections 625, 626, 904, and insurance code violations) by removing some violations effective January 1, 2012.

Establishes a fire protection fund to receive revenues from driver responsibility fees exceeding $65 million annually, with up to $3.5 million directed to the fire protection fund and remaining excess funds credited to the general fund.

Requires the secretary of state to provide notice of fees and send a second notice warning of license suspension if payment is not received within 60 days total; allows installment payment plans up to 24 months.
