Changes kindergarten enrollment eligibility from "at least 5 years of age" on the first day of enrollment to a tiered approach based on school year, beginning with December 1 for years prior to 2013-2014.

For 2013-2014 school year, children must be 5 years old by November 1, 2013; for 2014-2015, by October 1, 2014; and beginning 2015-2016, by September 1 of the school year.

Allows parents to enroll children who will turn 5 by December 1 of the school year if written notice is provided to the school district by June 1 (or August 1 if the family becomes a resident after June 1).

Permits school districts to recommend that children not be enrolled in kindergarten due to age or other factors, but parents retain sole discretion to enroll the child regardless of the recommendation.

Requires school districts and public school academies to notify the state department by December 31 of each school year of the number of children enrolled under the early enrollment provisions.
